The Workforce Development Regulatory and
Compliance Manager will be responsible for managing regulatory and
compliance approvals and reporting for all the regulatory and compliance
approvals.
Responsibilities: include but are not limited to:
1. Market Research & Strategy
o Market
research and strategy development in which states to get approvals, secure
reciprocity and why get approvals and how it will impact the company goals.
o Understand
the regulatory rules and policies and try to strategically figure out how it
maps to the company goals. Further, if required, persuade, and challenge the
regulatory body in how to seek approval or be in compliance to meet the
objective of the company.
o Monitor
and analyze workforce trends to identify opportunities to expand or adapt
workforce programming to fit the needs of local employers, jobseekers, and
students.
2. Filing and Approvals Management
o File and
maintain corporate legal entity that will be the career school of record
o Work with
internal stake holders to make sure the entity meets the revenue, liquidity and
student completion rates for school approval and compliance
o Research
all relevant state workforce boards and put company courses on their ETPL
o Reading
legal documents and regulatory briefings and file for course approvals
o Prepare
monthly, quarterly, and annual data submissions as required for each state
approvals
3. Record Keeping &
Documentation
o Work with
IT and other stake holders that all the approvals and documentation is stored
on a platform that is accessible
o Maintain
student completion data
o Ensure
the entities are in good standing – franchise taxes, income tax is filed, and
bank balances are in par with the compliance requirements
o Regularly
monitors WIOA performance levels for training providers under EdTech Ventures
for internal and external stakeholders. Lead corrective actions as necessary to
remain compliant
o Prepare
local and state reports as required or requested
4. Drafting and reviewing contracts
o Independent contractor
agreements, sales & services contracts, vendor contracts, partnerships etc.
5. Governance (Legal)
o Corp formation – State
registrations per RFP requirements
o Companywide G&L insurance
representative
o Potential contracts
o Company Secretary
o Liaise with legal counsel to
maintain cap tables and governance
6. Team
Support
o Collaborate with CEO, Director,
and all workforce staff to best develop and execute strategic plan to meet
proposed goals
o Act as SME for training
providers completion, certification, and placement data
o Monitor and analyze federal and
state required data necessary for grant submissions with workforce team members
Requirements
Education
· Bachelor’s
Degree.
Minimum
Knowledge and Experience
· Minimum
of 3-5 years in workforce development role. Preferably workforce compliance
direct support function and knowledge of working with TWC and ETPL’s across
multiple states.
· Strong
ability to plan and execute strategically
· Excellent
written and verbal communication skills
· Previous
experience in project management, paralegal or regulatory affairs preferred.
· Proven
success in contract writing
